The Tor versions in the 0.2.0.x series have quite a few flaws which are quite bad. Nobody should use these older versions anymore.
If you are using, or trying to use, such older versions of Tor then you may find that they just do not work at all. The Tor network, and newer Tor clients, will work and if you are having trouble because you have some very old Tor client then you will find that Tor works again after upgrading to a newer version.
You can get a new version from https://www.torproject.org/
The Tor network is currently being blocked in some parts of the world, though. If you happen to be in such a place then the solution is to get your hands on a Tor Bridge address you can use to bridge your way into the Tor network. Visit https://bridges.torproject.org/ to get a list of a few bridges if you need them.
